Dubai Customs participates in the consulting meeting of the trade facilitation groups at the GCC

Dubai Customs (DC) took part in the meeting of the groups responsible for trade facilitation at the Gulf Cooperation Council (GCC) that was held in Riyadh in Saudi Arabia on June 27th, 2009. UAE delegation that attended the meeting included: Mr. Sultan Darweesh, Director of Affairs & Negotiation at World Trade Organization(WTO), Mr. Ali Alshahi, Manager of Regional and International Relations Division at DC, Mr. Tariq Abdulla Burahima, Customs Services Section Director at Federal Customs Authority, Mr. Yehia Al Dabbagh, Advisor of Ministry of Foreign Affairs, Mr. Saleh Mohammed Saleh al Shamsi, Abu Dhabi Customs Operation Department Director, Mr. Mubarak Mattar Al Mansouri, Al Ghuwaifat Customs Director and Mr. Abdulla Mohammed Al Khmairy, Customs Affairs Director at Abu Dhabi Customs.
The meeting was held at the headquarter in Riyadh in response to the General Department of the GCC invitation. The meeting was headed by Mr. Abdulla bin Juma Al Shebli, GCC Affairs Director at the Ministry of Commerce and Industry in Oman.
The UAE delegation presented a work paper prepared by the Technical Support Unit at Dubai Customs on Needs Assessment for the best implementation of GAT (5, 8, 10) of the WTO negotiation. The work paper entitled "Executive Brief on the Needs Assessment Guideline" Mr. Ali Alshahi has thoroughly demonstrated the paper. Participants have praised UAE delegation for their efforts in this regard.
Attendees agreed on the importance of the upcoming workshop that will be conducted in Oman from October 10th-14th, 2009 as well as the other related meetings held in WTO for the involved parties. Moreover, they stressed the need to coordinate efforts among the concerned parties while filling the Self- Assessment List and the WTO Needs Assessment Form on the grounds that each country must specify its stand inline with its commitment to the Organization and the Federal Customs Authority's requirements of the GCC.
The General Department of the GCC was also entrusted with filling issues related to the Federal Customs Authority in the Self-Assessment List and the Needs Assessment Form for Trade Facilitation Memorandum of the WTO. It is also responsible for circulating the Memorandum on the GCC to be discussed in the next GCC meeting.
Due to the relevance of customs practices commitment to the Trade Facilitation Memorandum, the GCC highly recommended the participation of customs entities at the GCC and the concerned groups in the General Department in the meetings held by WTO on Trade Facilitation negotiation. The heading country must notify the General Department and the Federal Customs Authority at the WTO with the meetings' arrangements.
Participants were also on consensus to propose a comprehensive vision on the WTO Trade Facilitation Memorandum tables according to their commitment to the Organization and the requirements of the Federal Customs Authority to the GCC. Such vision is to be discussed and approved during the following meetings.
